Is it possible to have multiple instances of RD Tabs running or is that the intention of the detached tab?

You got it! That is the intention of the detached tab or detached tab panel (your choice). The architecture of RD Tabs doesn't support multiple instances since there would be potentional corruption of the config files and also the low-level hooking would have issues.
